How to Unlock an O2 or Three Phone in the UK, Germany or Ireland

O2 and Three are the two European carriers whose UK unlock is free by regulation and whose continental records are among the cheapest to release. The complication is Ireland: Three Ireland and O2 Ireland are separate records from the UK ones, and the Irish carriers work to Irish consumer rules.

Short answer. Start with the $0.03 check to confirm the lock and the carrier. If you are the account holder and the device meets the carrier’s conditions, the unlock is normally free — the operator’s own page is Ofcom — handset unlocking rules. If you are not, or the carrier refuses, the record has to be released from the supply side, and the services at the bottom of this page are the ones that apply.

What the message actually means

The activation policy is held against the IMEI by the national entity. Three UK and Three Ireland are different records despite the shared brand.

iPhones receive no code; the policy is changed.

The phone is not damaged and it is not stolen by default: the manufacturer holds an activation policy against the IMEI that names the carrier the device may activate on. Until that record changes, every other SIM is refused at activation — Wi-Fi keeps working, which is why a locked handset can look perfectly healthy in a shop.

What you are seeing

Step 1 — check before you spend

  1. Settings → General → About → Carrier Lock.
  2. The carrier and SIM lock check ($0.03) gives the market and confirms Three vs O2.
  3. The blacklist check before buying.

Step 2 — what the carrier’s policy says

UK: free on request since 17 December 2021 (Ofcom). Ireland: ComReg has required free unlocking on request since 2015. Germany: paid release on request. Everywhere: paid off, not reported, account holder request.

Cancelled contracts with a balance are the usual refusal.

Published requirements

The current wording is always on the carrier’s page: Ofcom — handset unlocking rules.

Step 3 — if you qualify, get the free unlock

  1. Identify market by IMEI.
  2. Contact that market's support with the IMEI.
  3. Restart with the new SIM.

Step 4 — if you do not qualify

Where the carrier will not deal with a second-hand buyer, the IMEI can be released directly. The tiers are split by market — UK, Ireland and Germany are separate records.
