iCloud Activation Lock is the one lock that cannot be removed by any unlock service. If Find My is on and the seller does not sign out, the phone is a parts donor no matter how clean the IMEI is. MDM supervision is the commercial equivalent: a device enrolled in a company DEP program will re-install its management profile on every activation until the organisation releases the serial number.
Both states are readable from the IMEI or serial number before any money changes hands, and both are checked here against Apple activation data rather than inferred from the device. The services return a plain On / Off / Clean / Lost answer, plus the activation date and the original sold-to country where Apple exposes them — which also tells you whether the handset was sold as new or as a refurbished replacement.

Because it is the only lock that cannot be removed commercially. A carrier lock can be bought out, a blacklist can sometimes be cleared by the operator, but Activation Lock belongs to whoever holds the Apple ID. If the seller cannot remove it in front of you, the device will never activate — no repair shop and no service can bypass it legitimately.
Settings → [your name] → Find My → Find My iPhone must be off, and the device must show the setup assistant, not the owner's Apple ID. An IMEI check confirms the same fact from Apple data and gives you a timestamped record, which matters if you are buying remotely or from a marketplace.
The handset is enrolled in a mobile device management program — usually a company or a school — and Apple's DEP service re-applies the management profile at activation. Removing the profile in Settings does not stick. Only the enrolling organisation can release the serial number, so a "cheap MDM-locked iPhone" is only worth buying for parts.
No legitimate one can. Offers to "bypass" Activation Lock rely on a jailbreak, a DNS spoof or a hardware workaround; they break on the next update, cannot be used with a normal Apple ID, and are not something this site sells. What we sell is the check that tells you the state before you pay.
