How to Unlock a Claro Phone — Country by Country, Because the Records Are Separate

Claro operates in eighteen Latin American markets under one brand, and each country runs its own activation records. A Chilean Claro iPhone and an Argentine Claro iPhone are not interchangeable for unlocking: submit the Chilean IMEI to the Argentine tier and the carrier answers "not our device". This single detail explains most Claro unlock failures.

Short answer. Start with the $0.03 check to confirm the lock and the carrier. If you are the account holder and the device meets the carrier’s conditions, the unlock is normally free — the operator’s own page is Claro (choose your country). If you are not, or the carrier refuses, the record has to be released from the supply side, and the services at the bottom of this page are the ones that apply.

What the message actually means

The lock is an activation policy against the IMEI, and the record is per country. The brand on the box does not tell you the country — the sold-to country does.

Most Claro handsets are sold on instalment plans; the clean-but-unpaid case is extremely common in resale across the region.

The phone is not damaged and it is not stolen by default: the manufacturer holds an activation policy against the IMEI that names the carrier the device may activate on. Until that record changes, every other SIM is refused at activation — Wi-Fi keeps working, which is why a locked handset can look perfectly healthy in a shop.

What you are seeing

Step 1 — check before you spend

  1. Settings → General → About → Carrier Lock.
  2. The carrier and SIM lock check ($0.03) returns both the carrier and the sold-to country — the two facts you need before choosing a tier.
  3. The blacklist check for resale purchases.

Step 2 — what the carrier’s policy says

Claro operates under each country's consumer rules — in Chile and Colombia the regulator requires free unlocking on request; elsewhere it is a commercial policy. In every case the device must be paid off and not reported, and the request comes from the account holder.

There is no single regional unlock desk; each country's support handles its own records.

Published requirements

The current wording is always on the carrier’s page: Claro (choose your country).

Step 3 — if you qualify, get the free unlock

  1. Identify the sold-to country, not the country of purchase.
  2. Request the unlock from that country's Claro support.
  3. Restart with the new SIM.

Step 4 — if you do not qualify

The paid tiers are split by country for exactly this reason. Submit against the sold-to country, and note that an unpaid device needs the premium tier rather than the clean one.
