IMEI Check
Check the GSMA Blacklist Before Buying Any Used Phone
A GSMA blacklist entry is the difference between a working phone and a device that loses signal anywhere in the world. Here is what the flag means, how it is raised, and whether it can be removed.
Last reviewed 2026-10-26
GSMA operates the IMEI database that almost every carrier in the world queries when a SIM is inserted. A device with a blacklist entry may boot, may show full signal bars for a minute, and then drop to “No Service” — on every network that participates.
Because blacklists follow the device and not the SIM or the activation policy, a carrier unlock cannot fix them. Understanding the difference saves a lot of money.
Three reasons an IMEI gets blacklisted
- Reported stolen or lost by the previous owner — the flag stays until that owner or the police clear it.
- Financed device where the buyer stopped paying — very common with carrier-subsidised phones resold on marketplaces.
- Insurance or warranty replacement — some carriers blacklist the original unit after a replacement is issued.
What to do with each result
- 1Blacklist status clean: safe to buy, then treat the carrier lock as a separate question.
- 2Financed / carrier blacklist (not theft): an unbar or restore service may clear the flag; an unlock service alone will not.
- 3Reported stolen: do not buy. No legitimate service clears a theft report, and possession of a stolen device is a legal problem in most jurisdictions.
- 4GSMA status unavailable: rerun with a different check service — a failed lookup is not a clean bill of health.
Important
“Blacklist unlock” services in the AT&T/T-Mobile catalog refer to unlocking a *finance-blacklisted* device, not to clearing a theft report. They are legally very different products.Apple and Android use the same database
The GSMA check works for iPhones, Samsung, Pixel, Xiaomi and any device with a valid IMEI. For Apple devices it is worth combining it with the identification report, which adds the replacement and refurbish flags that are not visible in the blacklist alone.

Frequently asked questions
Can a blacklisted IMEI be un-blacklisted?
Only the carrier that placed the report can remove it, unless the report is a finance flag that a carrier-side unbar service is allowed to clear. Theft reports stay.
Will a factory reset remove a blacklist?
No. The blacklist lives in the carrier database keyed to the IMEI, not on the device.
Does a blacklisted phone work abroad?
It depends on the destination network — many carriers in Asia and Latin America do not query GSMA. That is why blacklisted phones still circulate in those markets.
